What Are Mini Substations?
Mini substations are small neighborhood police offices – not big imposing buildings, but accessible storefronts or community spaces where officers are permanently stationed. Instead of driving through your neighborhood on patrol, officers are part of your neighborhood.
Daves plan calls for at least one mini substation in every ZIP code – 46 locations across Louisville.
Why This Works
The Research

What Youll See in Your Neighborhood
Each mini substation will include:
- 2-4 permanently assigned officers who know your streets and your neighbors
- Walk-in hours for reporting concerns without calling 911
- Community detectives who investigate crimes specific to your area
- Connection to wellness services – mental health, addiction support, housing assistance
- Youth engagement programs run by officers kids actually know
The Budget
This is part of Daves $77.4 million public safety investment – funded entirely through reallocation of existing budget, not new taxes.
The math works because prevention is cheaper than reaction. Every crime prevented saves court costs, incarceration costs, and victim services. Every relationship built between officers and residents means better information, faster response, and more solved cases.
