15. ABOUT DAVE BIGGERS
ABOUT DAVE BIGGERS
A Mayor That
Listens, A Government That Responds
WHY I’M RUNNING
Somebody once said, “the biggest room in the world is room for
improvement.”
That’s how I feel about Louisville. Although we’ve come a long way,
there’s still work to be done. I believe with the right leadership we
can make significant changes in our community, ALL of
our community, for the better.
I’m not saying I will do it by myself, as no one person can, but a
TEAM can.
Government isn’t a marathon, it’s a relay. The one that starts the
race doesn’t finish it, but if we all do our part, we all win.
I’m ready to do my part. Are YOU?
MY FOCUS
Public Safety
Police officers IN your neighborhood, not 20 minutes away. at least one mini police substation in every ZIP code that actually serve the community.
Government Accountability
Every dollar accounted for. Every decision transparent. No more
waste, no more excuses.
Efficiency
Cut the bureaucracy, invest in people. $1.2 billion budget spent
smart, not just spent.
SECOND TIME’S A CHARM
How We Got Here
I ran for mayor in 2018 as a Democrat. I did a few forums and
interviews, but I’ve always been an independent. Independent Thinker,
Independent Voter is what I believe.
I plan on running a slightly non-traditional campaign. I’m going to
rely heavy on word of mouth advertising, being that I signed an
exemption from reporting if I spend less than three thousand
dollars.
Frankly I don’t even plan on spending close to that. I don’t want
people to give me ten or twenty dollars for a yard sign. I want people
to create their own yard sign out of whatever and write “Vote for Dave”
or “Dave for Mayor.”
If you have kids, they would probably love to paint on some poster
board, cardboard, or any type of board. Make it
fun.
NOT ME, WE.
I plan on serving the people, so I want to hear from the people. What
we’re doing right, what we’re doing wrong, or any suggestions to help
move us forward.
This isn’t about one person. This is about all of us
building a better Louisville together.

MY APPROACH
Grassroots, Not Greenbacks
This campaign isn’t funded by special interests or big donors. It’s
powered by people who believe Louisville can do better.
What makes this campaign different: – No expensive
yard signs – make your own! – No massive ad buys – just honest
conversations – No political machine – just people who care – No
corporate donors – just Louisville residents
Community-Driven Policy
Every policy in this campaign came from listening to Louisville
residents: – at least one mini police substation in every ZIP code? That came from neighborhoods
tired of waiting 30 minutes for police response. – 18 wellness centers?
That came from communities watching neighbors struggle with addiction
and mental health. – 24% compounded employee raises? That came from
hearing about Metro workers leaving for better pay in surrounding
counties. – Participatory budgeting? That came from people wanting a
real voice in how their tax dollars are spent.
This isn’t a top-down campaign. It’s bottom-up, driven by what
you tell me Louisville needs.
THE RELAY METAPHOR
Government isn’t a marathon, it’s a relay.
Mayor Fischer started the race – he did his part,
moved Louisville forward in many ways.
the current mayor has the baton now – he’s running
his leg of the race.
When it’s my turn, I’ll take the baton and run my
part – with your help, with community input, with transparency and
accountability.
Then I’ll pass it on – to the next leader, hopefully
having moved Louisville significantly forward.
No one person finishes the race. But if we all do our part,
we all win.
MY COMMITMENT TO YOU
If elected, I commit to:
1. Listen First
Before making any major decision, I’ll listen to the community most
affected. Not just at carefully staged town halls, but real
conversations in real neighborhoods.
2. Respond Honestly
I won’t always tell you what you want to hear, but I’ll always tell
you the truth. If something can’t be done, I’ll explain why. If
something can be done, I’ll explain how.
3. Act Transparently
Every budget decision, every contract, every hire – all public, all
explained, all accountable.
4. Serve Humbly
I work for you, not the other way around. My job is to execute the
will of the people, not to impose my vision on you.
5. Build Community
Louisville isn’t Downtown vs West End vs East End. We’re one city,
and we rise or fall together.
WHY INDEPENDENT?
I’m running as an independent because I believe in independent
thinking.
I’m not anti-Democrat or anti-Republican. I’m
pro-Louisville.
If a Democrat has a good idea, great. If a Republican has a good
idea, great. If a community organizer has a good idea, great.
The question isn’t “what party does this come
from?”
The question is “will this make Louisville better?”
That’s independent thinking. That’s what Louisville needs.
WHAT PEOPLE ASK ME
Q: You only spent $3,000 in 2018. How can you compete with
well-funded campaigns?
A: Because campaigns aren’t won with money – they’re won with ideas
and energy. If our ideas are better, if our energy is higher, if our
message resonates, we can win. And we can do it without selling out to
special interests.
Q: What makes you qualified to be mayor?
A: I’m not a career politician, and that’s exactly the point. I’m
someone who’s lived in Louisville, worked in Louisville, raised a family
in Louisville. I know what it’s like to wait for police response. I know
what it’s like to worry about neighborhood safety. I know what it’s like
to see Metro employees leave for better pay. I’m qualified because I’ve
experienced what needs fixing.
Q: Aren’t your policy proposals too detailed for a grassroots
campaign?
A: No – they prove we’re serious. Anyone can say “I’ll fix things.”
We’re showing exactly how we’ll fix things, with
specific plans, specific budgets, and specific timelines. That’s not
corporate campaigning – that’s respecting voters enough to show them the
actual plan.
Q: Will you really let community members help decide the
budget?
A: Yes. $15 million in participatory budgeting, where residents vote
directly on how to spend funds in their neighborhoods. It’s been done
successfully in 50+ cities. Louisville’s ready.

THE BOTTOM LINE
Louisville deserves better than the status quo.
We deserve police who know our neighborhoods.
We deserve raises for Metro employees so they stop leaving.
We deserve wellness centers that prevent problems before they
escalate.
We deserve a voice in how our tax dollars are spent.
We deserve a mayor who listens and a government that
responds.
That’s what I’m offering. Not promises – a plan.
Not slogans – solutions.
Not spin – straight talk.
The biggest room in the world is room for
improvement.
Let’s improve Louisville. Together.
