Metro Employee Compensation Plan
Definition
A comprehensive plan to provide competitive compensation and benefits to Louisville Metro government employees, ensuring fair wages that attract and retain quality public servants. This addresses pay inequities that have led to staffing shortages across Metro departments.
Dave Biggers’ Plan:
- 24% compounded raises over 4 years for ALL Metro employees
- Year 1: 7% raise ($27.4M investment)
- Years 2-4: 5% annually (compounding)
- Every department, every position – police, fire, public works, parks, all Metro workers
- Zero-premium healthcare for all Metro employees
- Student loan assistance program
- Performance bonuses
- Fair treatment: Union AND non-union workers receive same benefits
Why this matters: Metro departments are understaffed because salaries aren’t competitive. We lose talented employees to surrounding counties. By investing in our workforce, we improve service delivery and save money on constant turnover and training costs.
Note: This covers Metro government employees specifically. For all Louisville workers, see the Worker Bill of Rights.
