Vote by Mail

An election system where all voters automatically receive ballots by mail without needing an excuse. Kentucky does NOT have vote-by-mail; we require voters to request absentee ballots and qualify under specific excuse categories. Some states like Oregon and Washington conduct all elections by mail, which increases turnout but requires different security measures and processing infrastructure.
