Racial Profiling

Definition

Law enforcement targeting individuals for stops, searches, or arrests based on race, ethnicity, or national origin rather than evidence of wrongdoing. Racial profiling is unconstitutional but remains common—Black drivers in Louisville are stopped and searched at higher rates than White drivers even though search hit rates (finding contraband) are similar. Addressing profiling requires collecting and analyzing stop data, training reforms, and accountability for discriminatory patterns.
