A focused deterrence strategy combining targeted law enforcement with community outreach and social services to reduce gang and group violence. First implemented in Boston in 1996 (National Institute of Justice, NCJ 188741), it directly engages high-risk individuals with a clear message: violence will be met with swift consequences, but help is available for those who want out.
Why This Matters for Louisville
After Boston’s Operation Ceasefire began in 1996, the monthly number of young homicide victims (ages 24 and under) fell 63%, according to a National Institute of Justice evaluation. My mini substation strategy incorporates these proven principles.
