Environmental Compliance
Definition
Adherence to federal, state, and local environmental laws and regulations governing air quality, water quality, waste management, stormwater, and pollution. Non-compliance can result in fines, lawsuits, federal enforcement actions, and loss of federal funding. Louisville Metro Government must comply with regulations including Clean Air Act, Clean Water Act, Safe Drinking Water Act, and numerous consent decrees.
Louisville Context
Louisville operates under multiple environmental consent decrees including the 2005 CSO consent decree requiring MSD to reduce sewer overflows by 98% by 2025 (cost exceeding $1 billion). Metro Government also faces ongoing EPA scrutiny for air quality, particularly ozone levels that occasionally exceed federal standards. Compliance costs are significant but non-compliance costs are higher through fines and mandatory remediation.
Why It Matters
Environmental compliance protects public health and avoids costly penalties. However, compliance alone isn’t sufficient—meeting minimum requirements often means Louisville continues polluting at levels that harm vulnerable communities. True environmental leadership requires exceeding compliance standards to protect all residents.
