Giving non-police citizens authority to review police policies, investigate complaints, and recommend reforms—providing an independent check on police power. Civilian oversight ranges from purely advisory boards to agencies with subpoena power and independent investigation. Louisville’s current oversight is weak; meaningful reform requires an empowered civilian board with investigative resources, not just the power to recommend.
