Ballot Measure
Definition
A question placed on the ballot for voters to decide directly, rather than through elected representatives. In Kentucky, ballot measures require either a constitutional amendment passed by the state legislature or a local question approved by Metro Council. Louisville voters have decided on measures ranging from occupational tax rates to whether to allow Sunday alcohol sales.
