Recidivism
Definition
The rate at which released inmates return to jail or prison, measuring whether criminal justice programs successfully rehabilitate or merely warehouse people. Many people released from Kentucky prisons and jails are rearrested. High recidivism indicates inadequate reentry programs, education, employment support, and treatment. Reducing recidivism requires investments in second chances, not just punishment.
